The CE marking indicates that a construction product is in conformity with its declared performance and that it has been assessed according to a harmonised European standard or a European Technical Assessment has been issued for it

If your product is covered by the harmonized EN 10088-4:2009 as you mentioned earlier, than it can be placed under the product group number 1301 listed in Annex 1 of the Decree with the system of assessment of performance 2+.

(a) The manufacturer shall carry out:
-  an assessment of the performance of the construction product on the basis of testing (including sampling), calculation, tabulated values or descriptive documentation of that product;
-  factory production control;
- (iii) testing of samples taken at the manufacturing plant by the manufacturer in accordance with the prescribed test plan.
 (b) The notified factory production control certification body shall decide on the issuing, restriction, suspension or withdrawal of the certificate of conformity of the factory production control on the basis of the outcome of the following assessments and verifications carried out by that body:
-  initial inspection of the manufacturing plant and of factory production control;
-  continuing surveillance, assessment and evaluation of factory production control.
 The system of assessment and verification of constancy of performance of the construction product is determined by harmonised standards and harmonised technical specifications.

If your product is covered by the harmonized European standard  (hEN) EN 10088-4:2009, we advise you to contact one of the notified bodies in NANDO database that is notified for the harmonized standard to get your product tested and to get all the documents you need:

If the product is not covered by hEN and the manufacturer wishes to affix the product with the CE marking, on the basis of the application and the existing appropriate European Assessment Document (EAD), he requests a Technical Assessment Body (TAB) to issue an ETA. If a suitable EAD for a given construction product has not been issued, the manufacturer may request the European Organisation for Technical Assessment (EOTA) to issue it.

The manufacturer is required to issue a declaration of performance and to affix the product with the CE marking if the product is covered by an hEN or a European Technical Assessment (ETA) was issued for the product (except for the exceptions in Article 5 of the CPR).

To summarize it, your product is either covered by an hEN, or a suitable EAD. If not, you proceed according to the non-harmonized sphere (as explained in the first response).

The labeling of construction products, systems of assessment and verification of constancy of performance and conditions under which a construction product can be placed on Slovak market adjusts among others the Act on construction products No. 133/2013 Coll. in the version of the Act No. 91/2016 Coll. (further referred to as the Act on construction products ), the Decree 162/2013 Coll., establishing a list of groups of construction products and systems for assessing the parameters thereof in the version of Decree 177/2016 (further referred to as the Decree). The harmonized sphere of construction products is covered by the Regulation (EU) No 305/2011 of the European Parliament and of the Council of 9 March 2011 laying down harmonized conditions for the marketing of construction products and repealing Council Directive 89/106/EEC (further referred to as CPR) as amended.(Construction Product Regulation)

All depends on the intended use of the product. You need to determine if it is listed in Annex I of the Decree, find out the appropriate systems of assessment and verification of constancy of performance of the product and the correct technical specification for the product.

If your product is covered by a hEN or an European Technical Assessment is issued (ETA), you proceed according to CPR – you need to affix the product with the CE marking (harmonized sphere). If you proceed according to a harmonized standard and the co-existence period of the harmonized standard ended, the construction products must be affixed with the CE marking and you can place it on the Slovak market. To get your product tested and to get all the documents you need, we advise you to contact one of the notified bodies in NANDO database that is notified for the harmonized standard:

They can also tell you the costs of assessing and verifying of constancy of performance of the product in case.

By placing a product on the market that is covered by a harmonized standard the characteristics declared in the accompanying documents are required by the harmonized standard. If the product is marked with the CE marking, there are no further requirements for placing the product on the market, but the moment you want to incorporate the construction products into a building you need to accept the requirements of the investor and the building project. If a product from the harmonized sphere and manufactured outside the Slovak Republic is placed on our market, it is necessary to enclose a translation of the significant documents into Slovak language. If according to CPR the member state determines the language to be used (for example Art. 7.4 of the CPR) in Slovakia it is always the national (Slovak) language according to the Act on construction products 133/2013 Coll.

If there is no hEN or EAD you proceed according to the appropriate Slovak Technical Standard (STN). If there is neither an hEN, European Assessment Document, nor STN, you need to obtain a Slovak Technical Assessment according to the Slovak law, provided by an Authorized Body for Technical Assessment. You don´t need to affix the product with the CE marking, you need to have a Declaration of Performance for the product (non-harmonized sphere).

If the product is not listed in Annex 1 of the Decree, it is not a construction product according to the Act on construction products and CPR and you need to contact the Slovak Product Contact Point established with the Slovak Office of Standards, Metrology and Testing: productinfo@normoff.gov.sk

Our prices for certification of sheet/plate and strip of corrosion resisting steels. acc. to EN 10088-4 are:
1. Initial review of documentation, initial audit and issuing of an EC certificate - 2000 Euro;
2. All the expenses for travelling, accommodation and daily allowance of the team of auditors are on account of the applicant;
3. Surveillance audits for support of the issued EC certificate - 1500 Euro (each);
4. All the expenses for travelling, accommodation and daily allowance of the team of auditors are on account of the applicant.
The assessment system is 2+. This mean that the producer is responsible for performing of ITT. The producer shall have documented and implemanted FPC system, acc. to clause 8.3 of EN 10088-4.
