Dear Mr. Yang,第二次回覆 If the product is not covered by hEN and the manufacturer wishes to affix the product with the CE marking, on the basis of the application and the existing appropriate European Assessment Document (EAD), he requests a Technical Assessment Body (TAB) to issue an ETA. If a suitable EAD for a given construction product has not been issued, the manufacturer may request the European Organisation for Technical Assessment (EOTA) to issue it. The manufacturer is required to issue a declaration of performance and to affix the product with the CE marking if the product is covered by an hEN or a European Technical Assessment (ETA) was issued for the product (except for the exceptions in Article 5 of the CPR). To summarize it, your product is either covered by an hEN, or a suitable EAD. If not, you proceed according to the non-harmonized sphere (as explained in the first response). (further referred to as the Act on construction products ), the Decree 162/2013 Coll., establishing a list of groups of construction products and systems for assessing the parameters thereof in the version of Decree 177/2016 (further referred to as the Decree). The harmonized sphere of construction products is covered by the Regulation (EU) No 305/2011 of the European Parliament and of the Council of 9 March 2011 laying down harmonized conditions for the marketing of construction products and repealing Council Directive 89/106/EEC (further referred to as CPR) as amended.(Construction Product Regulation) All depends on the intended use of the product. You need to determine if it is listed in Annex I of the Decree, find out the appropriate systems of assessment and verification of constancy of performance of the product and the correct technical specification for the product. We assume that the following harmonized European Standards (hEN) are covering your products: You can find the list of currently valid hENs here: If your product is covered by a hEN or an European Technical Assessment is issued (ETA), you proceed according to CPR – you need to affix the product with the CE marking (harmonized sphere). If you proceed according to a harmonized standard and the co-existence period of the harmonized standard ended, the construction products must be affixed with the CE marking and you can place it on the Slovak market. To get your product tested and to get all the documents you need, we advise you to contact one of the notified bodies in NANDO database that is notified for the harmonized standard: By placing a product on the market that is covered by a harmonized standard the characteristics declared in the accompanying documents are required by the harmonized standard. If the product is marked with the CE marking, there are no further requirements for placing the product on the market, but the moment you want to incorporate the construction products into a building you need to accept the requirements of the investor and the building project. If a product from the harmonized sphere and manufactured outside the Slovak Republic is placed on our market, it is necessary to enclose a translation of the significant documents into Slovak language. If according to CPR the member state determines the language to be used (for example Art. 7.4 of the CPR) in Slovakia it is always the national (Slovak) language according to the Act on construction products 133/2013 Coll. If there is no hEN or EAD you proceed according to the appropriate Slovak Technical Standard (STN). If there is neither an hEN, European Assessment Document, nor STN, you need to obtain a Slovak Technical Assessment according to the Slovak law, provided by an Authorized Body for Technical Assessment. You don´t need to affix the product with the CE marking, you need to have a Declaration of Performance for the product (non-harmonized sphere).
