5.18Bonding and grounding
5.18.1General
Unless double insulate, equipment shall be constructed to comply with CAN/CSA-C22.2No.0.4, except as otherwise specified in Clause5.18.2.    
5.18.2Exceptions
Equipment, other than sprayers, need not comply with Clause 5.18.1where
(a)  Exposed metal parts are not likely to become energized, and the equipment complies with Clause 8.4; or.
(b)  It is cord-connected household equipment that is hand-held or table-mounted and is neither connected do the water supply nor drainage during use nor intended to be immersed partially or entirely for cleaning.

18 Grounding
18.1 General
18.1.1  An appliance of one or the following types shall have provision for grounding

a)  An appliance for use in damp or wet locations and intended to be used in other than residential occupancies.
b)  An appliance intended to be used on a circuit operating at more than 150 V to ground –see 18.1.3
c)  An appliance intended for permanent connection to the electrical supply.
d)  An appliance intended for outdoor use
e)  An appliance intended for use with water or other liquid.

Exception A cord-connected appliance may be provided with an acceptable means of double insulation in accordance with the applicable requirements in the standard for double insulation systems for use in Electrical Equipment
UL 1097 .  In lieu of grounding.

CANNOT BE GROUNDED
Some products cannot be grounded.
Grounding may cause hazard during reasonable misuse where live parts are readily accessible for its function.
Double pole Switch must be used.
For Example may hold onto the body of toaster and use a knife to pry the bread out from the bread slot and the knife may touch the heating element.
