Thank you for your prompt response which brought us a right feature of your product.
The drill head grinder seems like an electric blade-tool sharpener that is a sort of “other electric power tools” falling under the non-specified items (Category B) regulated under the Electrical Appliance and Material Safety Act. The regulatory scope is set out in (64), Item 8 on Appendix 2 of the Cabinet Ordinance of the Act; http://www.meti.go.jp/english/policy/economy/consumer/pse/03.htm.
There are two series of technical standards for electric power tools, which may not be applied simultaneously, namely the traditional one which has been historically developed based on domestic circumstances and the designated standard series from Japan Industrial Standards (JISs) which are harmonized with the IEC standards.
When you take the traditional one, you may refer to Appendix 8 of the Interpretation of the Ministerial Ordinance on Technical Requirement for Electrical Appliance and Material, and then choose “1. Common requirements” and “2.-(64) Separately-compiled requirements for electric grinders, electric sanders … electric blade-tool sharpeners and other electric power tools”, which are provided only in Japanese; http://www.meti.go.jp/policy/consumer/seian/denan/kaishaku/gijutsukijunkaishaku/beppyoudai8.pdf.
When you take JIS, you may refer to Appendix 12 of the Interpretation, and then chose appropriate JISs from Table 1, a technical requirement on radio interference from Table 2 and other requirements from Tables 3, 4 and 5. If there are no JISs applicable to a product in Table 1, the product should apply to the traditional standards. For instance, it is an example for electric bench grinders to choose J61029-1 (JIS C 9029: 2006) and J61029-2-4 ( JIS C 9029-2-4: 2006) from Table 1, J55014-1 (H20) or J55014-1 (H27) from Table 2 and the common requirement set out in J3000 (H25) from Table 5. Note 1: J55014-1 (H27) is set to enforce on December 1, 2015.
2: Jxxxxx numbers correspond to the numbers of relevant IEC standards.
3: JISs include deviation from the IEC standards, as necessary, for special circumstances in Japan.
Please note that importers of Category B items in Japan shall fulfill such obligations as (1) notification of import business, (2) conformation of products to technical requirements, namely what is being called “self-certification”, (3) inspection of finished products and record keeping, and (4) labeling with the circle PSE mark.
Although these are technically the obligations of importers, importers may seek support from foreign manufacturers to fulfill these requirements. Foreign manufacturers may prove the conformity to technical requirements for each product model and provide the certificates with detailed reports to the importers. They may carry out the inspection of products and provide the records to the importers. There are other activities which foreign manufacturers can undertake to assist their importers in Japan for the mutual benefit of both businesses. Please arrange accordingly and as appropriate with your importers.
